IIRC, somewhere in CT or MT it was pretty explicitly stated that the
cargo rolled for on the tables was pretty much the leftovers that the
larger contract haulers either didn't have space for, didn't want for
one reason or another, or weren't going/stopping where the shipper
wanted it to go.
