So that would be technically legal, heavily regulated, etc.  What about
the social aspects - how common/respectable would belt mining be?

Exactly the sort of applecart that has a magnetic attraction to/for
PCs...  (as Chas & Dave put it, "Mash and Bangers' clangers come about
quite frequently...." )

And that's before we get to wildcat (unlicensed/illegal) mining.
