For clarification: A red zone does not necessarily mean an X starport, but
if the starport is listed as X, there should be a red zone rating.

This is because the red and amber zone designations are issued by TAS, not
the Imperium, and indicate "it is dangerous to land here" and "it is
stupidly dangerous and likely fatal to land here". A travel zone may be a
result of a temporary condition (e.g., a violent change of local government
in progress); an Interdiction (which forces the X starport rating) is an
official act by the Imperium, and because of that interdiction, the TAS
should automatically class the world as "don't be stupid".
