For areas like the Spinward Marches, you might see another clause pointing the other direction. "In times of war, if skimming fuel is a lower risk than starport refuelling option given local military action the above clause shall be suspended. The captain or acting captain shall record the reasons why skimming is the lower risk and communicate this to insurance offices as possible."
