The problem with that is there wouldn’t be any bank loans or insurance to free traders on the frontiers.
Unless there is a sub-prime leading market to starship operators with dodgy business cases.
If PCs had to have rock solid business cases to get mortgages then none of them would have merchant ships. And then where would we be?

I'm sure their policies have very strongly protected exceptions for activities like GG skimming, going into a war zone that you knew, or could reasonably have known, about, and so on. The bank holding the ship's mortgage will have similar clauses in their agreements.
