Except _maybe_ subsidized liners on the frontier, I don't really think
there would be passenger ships (of any passenger grade) that would do
GGskimming for fuel. Even those ships that are equipped with refiners so
that they can service C ports will probably land, discharge their
passengers, and at worst drop a hose into a nearby lake, river, ocean,
etc., and suck it up.
Sylloyd's of Sylea probably wouldn't underwrite a policy on a passenger
ship that made skimming with passengers aboard a business model, and if
they hear that an underwritten ship has done so, they'd probably look very
hard at whether the policy should be ... prejudicially rescinded.
