I would read it as based on the use-volume of the ship - if the ship were
not a planetoid (buffered or not), the hull rate would be 26Kt disp., and
would be crewed accordingly.
However, drives and power plant are based on the actual volume, and may
require more crew for the 40Kt disp. hull than would be required for the
26Kt disp. hull. If this would cause the bridge size/staffing to increase,
you should apply that increase.
Thus, I would hold that you must have the bridge crew for a 26Kt disp.
ship, PLUS any extra bridge crew incurred by having drives and power plants
for a 40Kt disp. ship.
