When building planetoid ships, there's a crew sizing question which seems murky to me:

**Q:** How many crew do you assign to the bridge of a 40000 dTon buffered planetoid hulled
ship?

Is it 20 because there 40,000 total dTons of ship? Or is it 15 because there's only 26,000
usable dTons of ship?

Similar for the general crew assigned to the ship, 80 for 40,000 total dTons or 52 for
26,000 usable dTons
