According to CT Book 5, a character that successfully completes college gets an EDU increase
of `1D-2 / DM +1 when INT >= 9`. The rules mention that the minimum increase is 1. Would you
take that minimum increase before or after the DM?

Scenerio:

Character with INT A (10) successfully finished college. He rolls a 2 on one die to increase
his education. There are two ways to to apply this:

    2 - 2 => 0 ; 0 + 1 => 1 => EDU boost is 1

or

    2 - 2  => 0 ; boost minimum is 1 ; EDU boost => 1 + 1
