Well.... if i was to do this, I'd use the Experience rules, Book 2,
pages 42-43. Since this is pre-career, the character doesn't have any
skills to improve. So I'd use the Education option, which allows for
improvements to the Education characteristic or the taking a Sabbatical
rules contained therein to acquire skill level-2 in a non-weapon skill.
In each case the character either incurs a debt commensurate with the
option chosen or has a benefactor (mum and/or dad?) pay for it.

This keeps it simple, and kkeps the skill options closer to Books 1-3,
avoiding the skill bloat with Books 4 and beyond.
