I don't recall when the rule about ten-years-off-a-40-year mortgage was
first written into the rules, but once that rule was there, I always held
that it applied to any kind of starship reward _except_ the Scout, which
was always 'free and clear' except that if you came into a starport for
fuel or service, it was out of your pocket EXCEPT when the world had an
Imperial scout base or way station. At one point, I accepted the argument
from a player that if the world didn't have either, but _was_ on the
Imperial X-boat network, fuel was free, but all other services were
out-of-pocket.
