I know that in TNE, the Schalli were fully recognized as sophont, and were
active participants in the RC. Based on a submitted article involving them,
I had some thoughts/ideas which I may approach the author with, but before
I do, I'd like a question answered by the Collected Minds:

  When (in-universe) were the Schalli recognized as sophonts?
