Would it be more ... interesting ... if, given some form of recognition
by other sovereign states, the EPP is either close to an international
border, or outright (part of) an exclave, like the Five Sisters
subsector?  How would the ... interestingness ... vary with the state
doing the recognising?  I suspect a coreward-spinward EPP recognised by
the Zhodani Consulate would be a completely different situation to a
trailing EPP recognised by the Hive Federation, and different again to a
rimward EPP recognised by the Solomani Confederation, and different yet
again from a coreward EPP recognised by the Julian League.  Would such a
de-facto multi-world polity be even _tolerated_ by the 3I if it, say,
straddled the Corridor/Vland bridge?
