If you get it as a retirement benefit as a Scout, you can't sell it. It's
on-loan to you and you are considered to be on detached duty. You can use
it for your own purposes, and you get fuel and service free at Scout
facilities, but you're subject to recall if they think they need you.
As far as being "handed out like lottery prizes", well... maybe.
