This is where some elements of the CT/MT extended career progression would
come in handy: specifically, assignments and special duty. I wouldn't go so
far as to incorporate the _annual_ assignments, as I think that that was a
major contributor to 'skill bloat' in MT, but having separate assignment
tables for skills would allow for a character to be more focussed if they
ended up getting moved into a specialty (such as Intelligence) during a
career with one of the Armed Services.

Arguably, you _could_ treat something like that as a career change, and
simply ignore the 'enlistment' roll for the specialization - that is,
Shonpol enlists in the (Imperial) Navy, and gets 'tracked' into INI. If he
is tasked as a field agent rather than an analyst, shift him over into the
Agent career, but don't require him to reroll enlistment.

Ultimately, how you do it is up to you - but if you're going to share the
resulting character, make sure you explain anything that you've house-ruled
to make the character work.
