W/i canonical OTU  I recall reading that there are significant cultural differences 'tween 'Imperial' vargr & those vargr from the 'Extants. I can also imagine an equally significant cultural difference 'tween those vargr w/i the Julian  Protectorate(?) & ones from the 'Extants. Not to mention the aslan w/i Imperial (SolRim for sure, maybe elsewhere too?) boundaries & the 'Hierate itself.
