I can't lay my hands on it now, but I seem to recall that some Classic
material - possibly since retconned out of canon - made Esalin a
condominium between the Consulate and the Imperium. It might later have
been described as more like post-1949/pre-1989 Germany (i.e., split
sovereignty between Imperium and Consulate, territorially - not a
condominium).
