The 'Right of Assassination' actually pre-dates the Civil War. It was
introduced when the Moot and Imperial Court got tired of Cleon III (the
Mad) killing them. As he was the third emperor, it's actually a very old
thing.

Plankwell used a different claim - that of 'fleet control'. So did the
other barracks emperors that followed him. As for why he got a class of
dreadnoughts named after him - to the Marches he's a war hero who saved
him from the Zhodani. I'd probably say, if it came up in a game, that
using his name for a major ship class was the IN showing its
independence from the Imperial Family, or that the class originates in
the Marches and it was the sector nobles and navy sticking it to the Core.
