I believe that in peacetime, USCG was _Transportation_, not _Interior_, and
was seconded to the Navy (DoD, yes) in war.

It was always an "armed service"; it's just that its mission (and chan of
command) changed somewhat more than the other armed services. I believe
that in peacetime, it is now under the Department of Homeland Security, but
still gets seconded to the Navy in war.
