Not necessarily; while the Third Imperium was the "rightful" successor to
the Rule of Man (and quite frankly, that could be debated), it was _not_
the Rule of Man, which failed in a quite public way - so the new polity
might not want to use the previous symbology, to avoid reminding people of
the failures of the past...
