Well that's something that didn't come to fruition. I'd guess that
someone not in the know as to why the X-boat system had never been
up-graded got carried away. I'd also guess that the plans got delayed
for all kinds of publicly acceptable reasons, and then finally put aside
pending further study on how and when to do the upgrade 'with the
minimum of disruption and maximum cost-efficiency' (i.e. never).
