Yes, a project like this would get me back into working on T seriously again. I'd be quite interested in committing to working on it given my TW memories. I think Sean, his cat & detached scout duty could fit in somewhere here quite well.
2. How well should the city be defined before getting started?
Map, official offices, a handful of the most "important" offices (factors, mega-corps, etc) but not really to any depth. Think CT rather than later more developed products. Then the creators can fill in the blanks.
3. Would people be interested in _reading_ this?
Heck yes. Lots of potential for fun in this.
