Reminds me of an editorial I read in 'Analog' way back when Campbell was still editor.
He mentioned the big flap that folks were getting into when the Army was using rail transport to ship Chemical Warfare stuff to disposal sites.
He said that there were many, many more toxic compounds that were routinely shipped on railroads thru urban areas.
The one that sticks  in my mind was chlorine.
Interestingly enough, w/i six months or so there was an article in the 'paper about a derailment that spilled a bunch of, as I recall, anhydrous ammonia which caused a very significant problem for the bedroom community where it was spilled.
