On a tangent: when a zone is applied (red, amber) or an Interdiction applied, does it apply to the whole system or to just a world? Is it still ok for starships to pass through the system and refuel from in system gas giants if they don't touch the interdicted world? 

Unless it says otherwise in, say, adventure notes, or unless I had some gaming purpose for deciding it was the system, I would say it defaults to the world.  YMMV.

I think there's a GDW adventure that specifically had the PCs entering a system to refuel at gas giant knowing the main world is Red Zoned.  I can't recall from memory though and given I'm going back to sleep in a minute after ridiculously late night of Superbowl, I'm not getting up to look! (Great game though!)
