I'm reminded of a 1960s Analog story who's title/author escapes me at the moment. In the story you have a coalition of worlds that decide to deal with their crime problems by exiling as many of their 'blue collar' criminals (and later some 'white collar' criminals as well.) to a nearby marginal system (The exile world in the story is Earth sized but completely airless.).

As it goes in the story, the criminals are shipped to this world over a period of 10 years, each group is supplied with the basic equipment needed to survive long term on the planet. Then the system is then isolated (eg Red Zoned, landing/contact forbidden) for 100 years and the plan is to then return after this period and see what kind of society the criminals have built.

The theory being that placing these people on a world where they will have to co-operate to survive will force the evolution of 'civilized tendencies' amongst the convicts and their descendants.

Of course, such planets are rarely the cream of the crop, so factor that in. Crop failures,
mysterious diseases, solar flares, pirate raids (interstellar and from the Church of the
Eight Stars), insufficient genetic diversity, ferocious local wildlife, all these are possible.

Hope this triggers some ideas!
