Another possible idea ...

If wondering what LoPop worlds trade with HiPop worlds, or with each other, consider what LoPop nations trade with the wider world.
There aren't too many of those, but once you add in the Pop 4 nations it starts to look interesting (Greenland, Gibraltar, Monaco, Bermuda, Nauru).

Consider this, there are still Traders operating Dhows in the Indian Ocean, stopping both at little coastal towns and Huge modern cities. The small ship and Boats of the Island Trade range from deep into the South Pacific Islands all the way to the african coast as well. Honestly when I think of Travellers Free Traders I think of how these two markets work instead of the Giants of intercontinental trade.
