Of those 4070 worlds, 3850 are within 6 parsec of one of the high pop worlds, and 220 are not. It's difficult to imagine a low pop world existing to service a high pop world that is more than one jump away, at jump-6. Even further, presuming efficient trade is done at jump-2 or less, that gives 2476 of those low pop worlds that probably need some explaining. 


First off you might want to look at the Tea trade from China to England, and the pre Suez travel times from India as well.

Also playing around with the Central Places Theory could be enlightening as well. 

The idea is not all of those worlds will be directly trading with a major world, as what they supplies supplies another supplier world.

And Not all are got to be even that, a awkward to get to location that is good for getting away to in some places for some, or a convenient stop over between two larger sets of trade routes. Or even a new colony. 

Now for another layer, consider the trade routes between High Pop High, Tech worlds, the J3 or J4 routes now lay them over the local routes and see what you get. I can see a tiny little Depot world with an A Port in the middle of apparently nowhere that only exists to serve the High Jump Liners.
