I imagine that often times it isn't an active decision to write a world off, but the typical Traveller Free Trader is operating on razor thin margins as it is, is frequently at least a couple of mortgage payments behind, and can't speculate on a system that not only is unlikely to turn up profitable cargo or passengers and for which the last library update was 30 years before.

In that context, there may actually still be use for radio communication between systems, if the colony can be bothered to maintain the 300 meter radio dish built into the local crater.
