Yes, from 1979/1980/1981 forward CT required that the power plant also powered the jump drive and was required to be at least the same rating as the largest drive rating. If the drive ratings are MD-2 and JD-3 the power plant's minimum rating is 3. The revised rule set also allows starship's the option of not installing a MD.
 
CT LBB 2 Starships 1e 1977 p. 11 "Each starship is fitted with a power plant (to provide internal power and power for the maneuver drive, a maneuver drive (for interplanetary travel) and a jump drive (for interstellar jumps). Each is essential to the definition of a starship." From p. 13 "The installed power plant must be of a letter type at least equal to the drive letter of the installed maneuver drive (the power plant may be higher than the maneuver drive letter).
 
Unfortunately, the 1977 or 1979/1980/1981 guidelines have not been able to support, in my opinion, the Express Boat as detailed.

In many editions it is explicit that the J-drive requires power from the
ship's power-plant.
