IIRC GURPS Traveller is also rather vague on how the restart operations are done.
I'm wondering if the MT Starship Operator's Manual might help out, unfortunately I have not been able to lay hands on my copy to see about any information. Darn-it I know that in one of the other books is another section discussing starship operations, but I can not remember which one.
I hope someone else can fill in what I'm not able to do.

GT: Starports gave me the impression that (at least) Imperial starports
make a point of both being able to generate their own power, independent
of local grid (assuming there IS one), and being able, subject to
director's discretion, to black start same.
