Well given my Doctor is skill 3 and they're on a TL12 ship, (so +4), I have noticed that everyone who has died so far has been someone with an END DM of -1 and one of them was a grandmother with -2 who perhaps arguably should never have been anywhere near a low berth. The military can probably rely on fitter individuals and, as you say, better equipment. also, if my doc had had a slightly better EDU stat, there could have been another +1 meaning only a roll of 2 on the revival check would be death (which is what the grandmother got anyway). The military may have quite strict doctor recruitment criteria as well: skill 4, EDU +1 (or skill 3 and EDU +2) and a TL12+ ship would mean no one ever died on their watch...
On the other hand, if you're an Aslan trooper or something, don't go near the things with your -2 DM for being an alien! presumably this is negated by having an Aslan medic to hand.
It occurs to me to wonder aloud if it has to be the ship's doctor who has the burden of this. Maybe at Class A to C starports let's say, a 'port team will be on hand to handle all low berth revivals. The latest gear (on a good day), expertise and combined DMs of +6. Of course out in the boonies...
Oh, and of the six Jumps (7 deaths), the Captain only got his lottery money back the once. He donated it to a refugee who was travelling.
