I have been having further thoughts on this scenario. Two specific questions, the first is an obvious one, how did GMs deal with someone getting bit by the person they are trying to catch (I am assuming that the bug is spread by saliva/mixing of bodily fluid.). The second is what did you do when the players ask the 'Why are you asking us instead of sending your own people' question.

I ran it 30 years ago...and while I don't remember a lot of details, I do remember using Flying Buffalo's "Stormhaven" setting (a large mad scientist/pulp-esque mansion on an island) as the final act.  Using the mansion and it's secret passages (which the "werewolf" knew from spending summers there with his grandparents) turned it into a sort of Werewolf meets Alien. 

All in all, it was an enjoyable game.
