Yes, in the absence of anything in a core rule book, that must be it.  I've had Grand Census and Grand Survey (and then WBH) from the moments they were published and would still rate them as probably my favourite Traveller books, so I've been long attached to them and had them long in mind and probably 'store' them in memory as 'core' books!
