Unless you're just an insanely-confident, show-off culture, like the Federation in the newest Star Trek movie. I will avoid describing exactly what I'm talking about (for those who haven't yet seen the movice). But anyone who has seen the film will know what I'm talking about. *Especially* given that they built this thing on the *edge* of their explored territory, as a forward exploration base.

[Granted, they do have emergency pressure shelters. But getting everyone into those in time . . . the Federation must not have had *any* Russians involved in THAT design process.]
