Also it's always worth remembering that in most RPGs, a "hit" really means "a hit that did appreciable damage". In a typical fist fight, most swings land somewhere on the target, but fail to do any appreciable damage.

If you're really having that much difficulty rolling above a "1" for damage and particularly if you can't get 8+ on 2d6 (with a 41.667% probability), then you might want to check the balance of your dice. If your dice are balanced, then I would suggest at looking for (positive) situational modifiers that you mgith not have considered.
