At least you had an idea that the article was in JTAS, I had not even considered looking there since I was sure that one of the other books, supplements, adventures, and games.

I'm not sure what implications are being discussed or if the reference is to CT LBB 2.
However, the JTAS 14 article does provide rules for using fighters.
