When assaulting a mid- to high-tech developed world with a sufficiently-low law level, send in your initial assault force covertly as innocent civies, then have them buy, lease, rent or "otherwise acquire" most of their equipment locally. As this is being stockpiled, covertly ship them whatever bits of 3D armaments-printer components they can't obtain under false pretenses locally.
