I've just spent this loooong day riding a Greyhound bus from Eastern Illinois to Mesquite TX. In consequence, I think that smaller Scout bases might be housed as part of other establishments. The Scouts would pay some local merchant or potentate  a regular stipend to keep quarters and docking facilities ready for short-notice use.

I'd always assumed that 90% of Scout bases are just a building (or set of buildings) at the world's primary starport.
