The Fiyfiyalr War ran from 372-380.  It started as a war between various clans on one side and the Old Earth Union and allied states in Magyar.  In around 377, the Old Earth Union requested Imperial help and, as the Aslan realised that the OEU was an Imperial vassal, the Aslan drew the 3I into the war.  This was negotiated down into a ritual Duel War, which the Imperium won in 380, leading to the Peace of Ftahalr.

The Aslan Border Wars as a whole ran from -1118 until that time, ebbing and flowing.  There was a significant reduction in tension after the 3I signed the Peace of Dark Nebula in 212, but tension rose again after 300, as the OEU declared it was not bound by that treaty.

So the _game_ Dark Nebula could be set from -1118 onwards.  If you assume that the hexes in the _game_ Dark Nebula are the same scale as in Imperium (0.5 parsecs per hex), a 4-hex jump is actually only J2.  I always had the assumption it was set during the Long Night, as the protagonists seem to be on a subsector-government scale, rather than anything larger.  YMMV

In saying that given the jump 4 I'd say its after the Border Wars. Since the Solomani Sphere was created in 704 maybe Dark Nebula is closer to that date, after the increase to TL13?
