I'm going to stick with "imperial". It's not *where* the law applies -- that's probably throughout the empire, including within each star system, on each planet, and so forth. It's more about what is covered. Traveller gives us the example of "Thou shalt not use nuclear weapons on an inhabited planet". It's an imperial law, independent of any member world, but enforced on each of them.
