To the very best of my knowledge this is correct. I own 1 and 2 in print and all 4 electronically but I'm pretty certain 3 and 4 were never published in print. Sadly.
They're all some of the most readable (in the sense of cover-to-cover) Traveller books that exist. (Although if they have any fault its a lack of illustrations other than maps). Very little 'rules' but lots of background. They also gave me a sense if closure about TNE that i really appreciated. And as has been said they are much more positive than the darkness of Virus and are a fitting 'end' to the Traveller timeline.
I'd warmly recommend them.
