Also it would have to be an investment. Just like buying a run down house. You go in and invest heavily and fix it up. This would mean schools, roads etc. 

A last point. You don't buy a run down house that does not have potential to be a good investment. 

To answer Phil's question, yes, they would become full citizens.

The Philippines was a place that we took with our war machine. It was not something the people agreed to do. By definition you will get resentments and future problems if you kill your new citizens and torture them to death as we did there in the 1914s or so.
