Because you're using the same statistic that's always been used, but underlying circumstances have changed?

U-3 has almost always been the reported number, but U-1 through U-6 have been calculated for a long time. No need to change definitions, cook books, or anything.

You might call this "cherry picking," but everyone is still picking off of the same trees they've harvested for decades.
