If you're looking for free, GIMP is the way to go, I think. Yes, it's capable of far more than you need, but better that than start out in something that won't let you do what you need.
Not clear how detailed you want to go with the floor plans. If you're looking at something very pretty, have you considered Illustrator? It's $15 a month through Creative Cloud (or $50 if you want the entire suite of software).

For maps and the like I recommend either Inkscape which is a SVG drawing program and better suited to diagrams and maps. Or Campaign Cartographer which is designed to draw maps for games. The former is free, the latter is cheap $30.

Well, Campaign Cartographer is the basic set. It'll do overland maps no problems, but in order to do decent floorplans you really need to add Dungeon Designer too. And if you want street plans then City Designer just begs to be added to the mix. That starts to put the price up beyond "cheap". Don't get me wrong, I love the Profantasy range - I have them all and continue to upgrade - but it might be overkill for what is required...
