If I were doing this, I'd put some optical and IR sensors a few million km out. IR sensors would easily spot ship traffic and installations on the ground, and that plus rough optical data gives you a pretty good sense of energy expenditure and activity level.

No, the "locals" are completely unaware that their secret location has been discovered or that someone has the audacity to spy on them.  So far, they're convinced that their security has been rock solid and that no word of the base's existence has leaked.
