Also it depends on how good your passive sensors and SIGINT is. A few light hours out might be excellent, especially if you plan on loitering for a while. If you have time, and really good PEMS even out in the Kuiper Belt might be doable, and make detection almost impossible.

If you have a planet with a moon I would select the L4 or L5 points. The leading or trailing position avoids the EM issues. If your stealth fails partly your ship may be mistaken for another rock in the stable point. For worlds without a moon the planetary L4/5 point may work for the same reason but may be further away than you like.

If you wanted to observe a planet without being seen, assuming you had a stealthy enough ship (and assuming that in this case the stealth technology worked), which would be the more advantageous location:  The L-1 (between the planet and the sun, about 1.5 million km in an Earth/Sol style system) or the L-2 (beyond the Moon's orbit, again, about 1.5 million km in an Earth/Luna/Sol style system)?

I can see that having the sun to your back, the L-1 scenario, would possibly provide some EM interference, but it also might backlight you to visual observation.  The L-2 scenario, though, put you in a position where the planet was outlined by the star and you'd have EM issues working against you.

Any thoughts?
