I dug up that one last night and while it was the one I was thinking of, you're absolutely correct in that there's no ship there.  I still seem to recall something that GDW published that included a ship shadowing an asteroid that was in line to hit a planet.  I may have misread as it's been since Clinton's first term that I really studied my old Traveller books.
