He never mentioned an increase in crew. Some of the weapons were only used in limited circumstances; the rocket pods were more of a "blow the ever loving crap out of something on the shore...over thataway!" thing, while getting rid of two torpedoes freed up two crew and if the other two weren't going to be used (i.e. it wasn't making a torpedo run) then they would man the additional guns.

I also think that some the upgunning was handled by turning what were originally single-weapon post mounts into multiple-weapon ring mounts.

Rather like CT PCs installing double or triple turrets in place of their initial [cheaper] single turrets.
