For a middle-of-the-road option, I would recommend GURPS Traveller Alien Races 1. While I would use Savage Worlds to actually run anything these days, as I recall SJGames does a fine job modeling a believable Zhodani society in that book. It struck me as an updated and rationalized version of AM4.
