If someone doesn't want to listen, my communication style amounts to white noise regardless of delivery.

If I spent my time perfecting my communication style, I wouldn't have something useful to offer. I'd be in marketing or sales, or a motivation speaker, and not concerned with national security, manufacturing affordable and effective systems, and creating jobs.

And I never asked anyone's opinion either. What I said is that superior technology alone does not win wars. I'm quite sure about this.

If you can't communicate then you might as well not do anything with anyone else because they will not receive your message. If I talk to you in Chinese then it is no wonder that you don't understand me, assuming you don't speak that language. Communication skills are basics, like writing and math. You can't work effectively with others, if you can't present your message in a way that they receive and appreciate your message.

A quote that I think would help you, that I found today as I read this marketing book, "Everybody Writes"

Utility means you clearly help your customers do something
that matters to them—you help them shoulder their burdens,
you ease their pain, or you help them make a decision.

Inspiration means your content is inspired by data 
or it’s creatively inspired (or both). It’s fresh,
different, well-written, well-produced, nicely designed—
and it feels like it could come only from you.
 
Empathy means you relentlessly focus on your customer. You
view the entire world through his or her eyes—because,
remember, everything the light touches is content.

Utility × Inspiration × Empathy = Quality Content

The multiplication signs are important, because if the value of any one
of these things (Utility, Inspiration, or Empathy) is zero, then the sum of
your content is a big fat zero, too. 

If your CONSUMER (not you) does not perceive Quality Content then they will blow off you and your ideas.
You will never get them to change and you might as well not even try. Learn to communicate, if you want to succeed.

You do need marketing in every aspect of your life. You are always selling ideas to others. You are always trying to communicate with others. Marketing is all about getting others to see and understand your viewpoint.
